Cologne, 1 October 2026 - neuland.ai has been selected as one of 17 start-ups for the second round of the Agentic AI Hub run by the Federal Ministry for Digital Affairs and Government Modernisation (BMDS). Together with the City of Leverkusen, neuland.ai is piloting an agentic AI solution for the legally substantiated preliminary review of naturalisation applications. The aim is to test the potential of agentic AI in a clearly defined administrative process under real-world conditions and to provide targeted relief for staff.
17 start-ups and 38 municipalities in the Agentic AI Hub
Through the Agentic AI Hub, the BMDS is working with a total of 17 start-ups and 38 municipalities across Germany to test the feasibility and scalability of agentic AI in municipal administration. The first round of pilots already delivered significant efficiency gains, including reductions in processing time of more than 90 per cent for certain application procedures. The second phase continues this approach with additional solutions and municipalities.
Legally substantiated preliminary review of naturalisation applications
In the joint project with the City of Leverkusen, neuland.ai is developing a solution for the legally substantiated preliminary review of naturalisation applications. Agentic AI supports casework by carrying out structured preliminary reviews along defined legal criteria, consolidating relevant information from files and documents, and preparing review findings for specialist assessment. Decision-making authority remains clearly with the responsible staff in the administration.
„Ob agentische KI in der Verwaltung sinnvoll unterstützen kann, entscheidet sich nicht im Konzeptpapier, sondern in der Praxis. Mit der Stadt Leverkusen arbeiten wir an einem klar umrissenen Prozess, bei dem Rechtsklarheit, Nachvollziehbarkeit und Datensouveränität im Mittelpunkt stehen“, says Karl-Heinz Land, CEO of neuland.ai. [Translation: “Whether agentic AI can meaningfully support public administration is not decided in a concept paper but in practice. With the City of Leverkusen, we are working on a clearly defined process in which legal clarity, traceability and data sovereignty are at the centre.”] „Unser Ziel ist es, zu zeigen, wie agentische KI Fachkräfte in der Sachbearbeitung konkret entlasten kann - ohne Abstriche bei Qualität, Sicherheit und Verantwortlichkeit.“ [Translation: “Our goal is to demonstrate how agentic AI can concretely relieve specialists in casework - without compromising on quality, security and accountability.”]
The pilot project addresses key needs that municipalities have identified through the Agentic AI Hub: relief in complex, rule-based review processes, better use of existing data, and faster administrative workflows. At the same time, the project examines how such solutions can be scaled and integrated into existing IT and specialist procedures in the longer term.
