The value lies not only in the model, but in the prepared, reusable administrative knowledge. Federal law is structured and prepared once, and is then usable across different authorities; the state legal systems are fully integrated, and municipal local law is added for each municipality. A unique technical customisation is created for each federal state and specialised procedure - after that, the building blocks are reusable for other municipalities in the same federal state. Federal and state law do not need to be reconstructed; every additional municipality is essentially a matter of configuration rather than a new build.
