All 16 state legal systems are integrated, with municipal local law added for each municipality. The value lies not only in the model, but in the prepared, reusable administrative knowledge. Federal law is structured and prepared once, and is then usable across different authorities; the state legal systems are fully integrated, and municipal local law is added for each municipality. A unique technical customisation is created for each federal state and specialised procedure - after that, the building blocks are reusable for other municipalities in the same federal state. Federal and state law do not need to be reconstructed; every additional municipality is essentially a matter of configuration rather than a new build.
