The agent gives the treasury scenarios and spend profiles for every reported budget figure; the directorate and the council decide whether a figure is wanted.
Forecast the use of funds
The agent places the current year's spend alongside the previous year's trajectory. It shows where the forecast departs from the budget figure.

It does not adopt the budget.
The draft goes through the executive board to the council. The agent only supplies the calculations behind it.
It takes no view on whether a budget figure is sustainable under budget law.
It calculates the variants and shows the deviation from the previous year. Whether the figure can be covered this way is for the treasury to judge.
It knows nothing of a supplementary agreement the department has not yet reported.
It works with the budget submissions held in the budget software. A signed supplementary agreement to a construction contract that sits in the civil engineering office and has not yet been assigned to a product account is missing from every scenario.
