One question, four answers, no evidence.

A resident asks which documents she needs for a residents' parking permit. The email is forwarded, the answer is looked up three times, and four departments reply differently on the same day.

1question via the contact formA resident asks through the contact form which documents the residents' parking permit requires.
3pages in the service portalThe agent pulls three pages from the website CMS, including the information sheet dated 14 March 2026.
1draft reply with sourceIt builds the answer from these pages and puts the page address and date beneath it.
1sign-off at the citizens' officeThe caseworker reads the draft, checks the flagged fee and sends it.

By the end of the same day, all four replies give the same information, with page and date beneath it, and the first level handles up to 60% fewer enquiries.

The reduction of up to 60% in first-level enquiries is the headline figure in the dataset. Forwarding and duplicate answers describe a typical day in a service centre; nobody counted them.

Three steps through the process.

The agent answers from your own web content and names the page; only the responsible department can make an answer binding.

Answer from your own content

The agent searches the website CMS and builds the answer from the pages it finds. If no page covers the question, it says so and adds nothing of its own.

Cite the source

Beneath every answer the agent adds the page it used, with address and date. The caseworker can see what the answer is based on.

Identify who is responsible

The agent looks up the responsible department in the organisational directory and attaches the appointment link. The case no longer needs forwarding.

Organisational directory, unit 32.2, room 214, appointment link

What the agent does not do.

It does not accept an application.

It names the documents, unit 32.2 and the appointment link. Applications for the residents' parking permit are accepted and decided at the citizens' office.

It does not judge which of two fee figures applies.

If two pages of the website CMS give different amounts, it flags both and chooses neither. What applies under the fee schedule is for the caseworker at the citizens' office to say.

It does not know about an information sheet that is only pinned up at the citizens' office.

It reads the website CMS, not the sheets outside room 214. If the list of documents for the residents' parking permit exists only there, it is missing from the agent's answer, and it names the gap instead of filling it.

The questions that come up before the first meeting.

How quickly is the Citizen Guide Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “up to 60% fewer first-level enquiries” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We establish the realistic effect for your organisation in the assessment before the pilot.
