Business and Market Licensing Agent

Anyone who wants a stall at the weekly market files two applications with two offices. When they first get in touch, they do not know that.

Keeps federal business registration and local market licensing clearly separate.

One request runs through two procedures, and each sends its own queries.

A bakery registers a stall at the weekly market through the citizen service portal. The registration under the Trade Regulation Act (Gewerbeordnung) lands with the trade licensing office, the market licence application with the market administration, and both offices ask for the same documents separately.

1requestA stall at the weekly market, reported informally through the portal.
2proceduresBusiness registration and market licensing run side by side under their own reference numbers.
2requests for documentsEach office writes to request the documents it needs.
4calls to the officeThe applicant phones both offices twice each, because he assumes it is a single procedure.

Both procedures appear with their document lists in the first reply. The four phone calls become unnecessary, and the trade licensing office sees 45% fewer queries.

The 45% is a benchmark from the profile, not a result from your trade licensing office. Your own figure is hidden in the phone calls of the first week after market day.

Three steps through the process.

The agent breaks a request down into the procedures it touches and names the documents for each. The trade licensing office judges reliability under trade law.

Keep procedures apart

The agent reads the request and assigns it to registration under the Trade Regulation Act and licensing under the market bylaw. It proposes a separate reference number for each procedure.

2 reference numbers: GA-2026-1188 and MZ-WM-2026-0342

Name the documents

The agent draws up the document list for each procedure. It marks the documents that both procedures require but that need submitting only once.

7 documents, 3 of them required in both procedures

Resolve responsibility

The agent names the office and unit responsible for each procedure. The market bylaw remains the basis for allocating the pitch.

Market administration, weekly market pitch allocation unit

What the agent does not do.

It makes no decision in either procedure.

Registration under the Trade Regulation Act is a separate act in the trade licensing case management system; the market administration decides on the pitch under the market bylaw. The agent prepares both routes, nothing more.

It does not check reliability under trade law.

It draws up the document list for each procedure. Whether an extract from the Central Trade Register counts against the registration is for the trade licensing office to judge.

It cannot see how many food stalls are already licensed at the weekly market.

The market administration's allocation list is not connected. It names the quota the market bylaw sets; how full it is on a given market day is for the market administration to say.

The questions that come up before the first meeting.

How quickly is the Business and Market Licensing Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “45% fewer queries” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We work out the realistic effect for your organisation during the assessment before the pilot.
