Three levels of law meet in one file, and then the file sits idle.

An owner wants to convert his attic into two flats. The case involves the Federal Building Code, the state building regulations and the development plan together with the parking bylaws, and the parking provision evidence is missing from the submitted folder.

1building permit applicationTwo new flats in the attic, submitted to the building file.
3levels of lawFederal, state and local law all apply to the same floor plan.
1missing piece of evidenceThe parking spaces have not been calculated under the local bylaws.
23days of idle timeUntil the parking provision evidence is submitted, the file sits for 23 days without the substantive review even starting.

If the request for further documents is already in the note after the first round, 40% of the review effort and the 23 days of idle time disappear.

The 40% comes from the agent's profile. What your building authority achieves depends on your stock of development plans and on the quality of the folders submitted.

Three steps through the process.

The agent assigns every requirement to its level of law and recalculates the parking provision evidence. Building control decides whether a deviation is permitted.

Separate the levels of law

The agent sorts the requirements by Federal Building Code, state building regulations and local law. For every level it names the source it is reading from.

File ref. 63-2026-0871, 3 source references, one per level of law

Calculate the parking provision

The agent takes the ratio from the parking bylaws and applies it to the planned flats. The calculation is shown in full in the note.

Parking bylaws § 3, 2 flats, evidence for 1 parking space outstanding

Draft the review note

From the points reviewed, the agent writes a note listing the outstanding requests for further documents. The draft goes into the building file.

pruefvermerk-63-0871.docx, 4 annexes from the building file

What the agent does not do.

It does not grant the building permit.

The agent prepares the review and names the gaps. Building control signs off the permit.

It does not assess whether the building fits its surroundings.

Assessing this under the Federal Building Code requires looking at the actual surroundings. The agent supplies the source references for that, not a judgement.

It does not see an easement on the neighbouring plot.

That is recorded in the register of building easements, which it cannot access. Whether the second parking space has long been secured there remains in its note as a request for further documents.

The questions that come up before the first meeting.

How quickly is the Building Permit Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “40% less review effort” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We establish the realistic effect for your organisation in the assessment before the pilot.
