Crisis and Situation Information Agent

During an incident, the answer takes seconds to give. Getting to it is what takes the time.

Provides situation information with a hard-wired emergency switch instead of model discretion.

The current status sits in three systems, and the phone keeps ringing.

At 06:12 a situation report changes. Before it can go out as an answer, three sources have to be reconciled and two offices consulted.

1situation reportA road closure is entered in the situation reporting system at 06:12.
3sourcesSituation reporting system, website and warning service show the status as at different times.
2sign-offsThe press office and the situation centre agree the wording before it goes out.
34enquiries by 08:00Between 06:12 and 08:00, 34 enquiries arrive by phone, email and service chat, all about the status of the same closure.

Anyone who calls at 06:40 gets a 50% faster situation update, because the 06:12 status has already been reconciled and tagged with its source.

The 50% speed-up in situation updates is the headline figure in the data set. Three sources, two sign-offs and the enquiry pressure describe a typical course of events; they are not measurements from a real deployment.

Three steps through the process.

Every update comes from an ingested situation report with a timestamp; incident command judges how dangerous the situation is.

Provide situation updates

The agent reads the latest situation reports and gives the current status with time and source. It marks older reports as superseded.

Draft update as at 06:40 from 2 situation reports

Keep the emergency switch deterministic

If a question contains one of the stored keywords, the agent outputs the fixed text referring the person to the emergency number. The model does not write this text.

Rule set notrufweiche.yaml, 12 fixed keywords, 1 fixed response text

Disclose knowledge gaps

The agent does not answer questions that the situation reporting system gives no basis for. It collects them in a memo for the situation centre.

What the agent does not do.

It does not trigger alerts or warnings.

Triggering stays with the situation centre and the connected warning services. The agent gives information on what has already been reported.

It does not say how dangerous the situation is.

It relays the status of the latest report with its timestamp; for the Rheinstraße closure, that is the 06:40 report. The assessment is made by incident command.

It does not listen in on radio traffic between incident command and the scene.

If the Rheinstraße closure is lifted by radio at 06:55 and only entered in the situation reporting system at 07:20, it gives the 06:40 status until then, with that time stated.

The questions that come up before the first meeting.

How quickly is the Crisis and Situation Information Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “50% faster situation updates” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We work out the realistic effect for your organisation during the assessment before the pilot.
