A specialist department writes a paper on the award of the school cleaning contract and puts it before the specialist committee. The municipal constitution reserves contracts of that value for the main committee, so the paper is deferred.

The specialist department judges the content of the paper; the agent only says which committee the municipal constitution makes responsible.
Analyse the municipal constitution
The agent finds the relevant value threshold and cites section, subsection and letter. If it finds no reference, it does not assign the paper.

It has no knowledge of older resolutions held only in the council office's bound volumes of minutes.
Anything from a predecessor system or the bound paper files is beyond its reach. If the specialist department relies on such an older rule on decision authority for VO/2026/0284, the agent flags the gap in the routing note instead of glossing over it.
