Policy Monitoring Agent

Three procedures are already under way. Whoever reads the draft last has no time left for the response.

Monitors state, federal and EU proposals and prepares consultation responses before the deadline gets tight.

The consultation period is running, and nobody has read the draft yet.

The state publishes a draft with a consultation deadline. Before a position is in place, several departments read the same text and check it separately against their own remit.

1ministerial draftThe state puts the draft amending the Landesgebührengesetz (State Fees Act) out for consultation.
3departmentsThe public order office, the treasury and the legal department read the text separately and check which of their own bylaws it affects.
2versionsThe government bill is followed by the committee version, and all three go through the amended sections a second time.
6weeks' consultation periodThe deadline runs for 6 weeks, and the separate readings use up five of them.

That leaves the last week for your own position. The agent takes over the reading and the first impact assessment; in operation, that means 60% less preparation time.

The 60% reduction in preparation time comes from the agent's profile. The sequence of steps reflects a typical consultation procedure and is not a measured result.

Three steps through the process.

As soon as a ministerial draft appears, the agent names what affects your organisation and when the deadline ends; the leadership formulates the position.

Track proposals continuously

The agent monitors parliamentary documentation and the legal database. It reports new and amended procedures with their reference.

Assess the impact

The agent compares the draft with the version in force. It names the sections that affect your own bylaws.

Draft the consultation response

The agent draws on earlier consultation responses from the DMS. From them it builds a draft with a source for every paragraph.

What the agent does not do.

It does not decide the organisation's position.

It gathers arguments from the organisation's earlier consultation responses. The leadership decides which line to take, and signs the response.

It does not assess the legal consequences of an amendment.

It names the four amended sections and the two affected fee bylaws. The legal department checks what follows for local law.

It does not see drafts circulated through association mailing lists.

It reads parliamentary documentation and the legal database. If an amendment to the State Fees Act circulates in advance only in a circular from a municipal umbrella association, it reports it only once the parliamentary paper appears.

The questions that come up before the first meeting.

How quickly is the Policy Monitoring Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “60% less preparation time” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We work out the realistic effect for your organisation during the assessment before the pilot.
