Lot Division Agent

The decision not to divide into lots takes ten minutes. Six months later, a lawyer goes looking for the reasons in the file.

Sets out the trade-off between dividing a contract into lots and bundling it, and names what needs to be justified.

One sentence spoken in a meeting has to hold up in the file six months later.

A requirement is bundled into a single contract because that is simpler to run. If the award is challenged, all that counts is what was written in the procurement file at the time of the decision.

1bundleFour schools are combined in a single contract.
3reasonsCost-effectiveness, technical grounds and timing each have to stand on their own.
2audiencesThe file note has to withstand both a complaint and the audit office.
6points of evidenceThree reasons times two audiences make six points the file has to support.

Six points of evidence come out of a ten-minute meeting. Record them there and 40% of the later justification work falls away.

The 40% reduction in justification effort is this agent's headline figure. The file reference and the number of lots in the example are illustrative.

Three steps through the process.

The legal department judges whether a reason for not dividing into lots will hold; the agent only shows where that reason is recorded in the procurement file.

Set out the trade-off

The agent reads the requirements description and names the separable trade lots. Alongside them, it sets out the reasons given for a single contract.

Name what needs justifying

For each reason, the agent checks whether there is evidence in the procurement file. It marks reasons without evidence as open and says which document is missing.

Comparison of 3 lines of justification, 1 of them without evidence

Prepare the file note

The agent drafts the file note on not dividing into lots, in the structure the procurement file requires. Anything still open is clearly marked as open.

What the agent does not do.

It does not decide how the contract is divided into lots.

It sets out the trade-off and names what needs to be justified. The procurement management team makes the decision.

It does not assess whether a reason will stand up before the public procurement tribunal.

It checks whether a stated reason is evidenced in the file. The legal department judges whether it will hold.

It does not see the minutes of the requirements meeting at the school administration office.

That is where the timing reason was first raised. As long as the note stays in that office rather than in the procurement file, it treats this line of justification as unevidenced.

The questions that come up before the first meeting.

How quickly is the Lot Division Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “40% less justification effort” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We work out the realistic effect for your organisation during the assessment before the pilot.
