Today, the year-end quota sits in four lists that nobody has brought together.

Installation figures sit with metering point operations, mandatory cases in the meter inventory, appointments with the installation contractor and exceptions in a network controlling spreadsheet. To get the quota, someone has to bring these four data sets to the same cut-off date. Anyone who does that only at quarter-end only sees the shortfall once three months' worth of installations are already missing.

62,410mandatory casesAt the 30 September cut-off date, the meter inventory lists 62,410 metering points subject to mandatory installation.
3mandatory groupsEach group has its own quota stage with its own deadline and is calculated separately.
3,480missing installationsIn the group above 6,000 kWh, 3,480 installations are missing for the stage due on 31 December.
12 weeksbetween consolidationsUntil the four data sets are brought to one date again, every evidence figure is an estimate.

At the 30 September cut-off date, the quota for each mandatory group is available with the origin of every figure, the shortfall report comes from the same consolidation, and evidence effort falls by 45%.

The 45% reduction in evidence effort is this agent's headline figure. The mandatory cases, group sizes and the twelve weeks between consolidations reflect a typical process in metering point operations; they are not survey data.

Three steps through the process.

Metering point operations plans which metering point is fitted next; the agent calculates the installation quota against the statutory timetable and shows the shortfall for each mandatory group.

Bring mandatory cases to one cut-off date

The agent brings the meter inventory, installation reports and exception list to one cut-off date. It assigns each metering point to the mandatory group whose deadline applies.

Cut-off date 30 September, 62,410 mandatory cases in 3 groups

Calculate the quota against the stage

The agent compares the quota achieved with the stage set by law. It calculates how many installations are still missing by the stage deadline.

Group above 6,000 kWh: 3,480 installations missing by 31 December

Prepare the shortfall report for management

The agent writes the report with the quota, the gap and the origin of every figure. The head of network management approves it.

rollout_meldung_Q3.xlsx, 3 mandatory groups, origin of each figure stated

What the agent does not do.

It reports nothing to the supervisory authority.

It presents the shortfall report with quota and gap. Anything for the authority goes through the head of network management.

It does not schedule installation appointments.

It names the gap of 3,480 installations in the group above 6,000 kWh. Metering point operations and the installation contractor decide how the installation rounds are planned.

It does not determine whether a metering point cannot be equipped for technical reasons.

It takes the exception from the metering point operations list, with date and reason. If nobody enters it there, the metering point counts as an open mandatory case in the quota.

The questions that come up before the first meeting.

How quickly is the Smart Meter Rollout Agent ready to use?

A pilot typically runs on your own data within 6 to 8 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud or private cloud. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “45% less evidence effort” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We work out the realistic effect for your organisation during the assessment before the pilot.
