Scaffolding on the pavement creates three cases in three systems.

A construction company applies to put up scaffolding over the pavement on Marktstraße for the duration of a façade renovation. The case needs a special use permit, a traffic order for the signage and a fee notice calculated by area and number of days.

1applicationScaffolding on the pavement, received in the public order specialist system.
3legal consequencesPermit, traffic order and fee all attach to the same area.
2officesThe road traffic authority and the fee office handle the same case separately.
6duplicated stepsThree legal consequences across two offices, and a two-week extension sets all six steps in motion again.

Six duplicated steps drop to three, because permit, order and fee come out of a single pass: 50% faster processing.

The 50% comes from the product description. The figure only becomes reliable once you check it against your own case numbers at the public order office.

Three steps through the process.

The agent works out whether a permit is required and what fee the bylaw sets. The case officer grants the permit itself.

Check whether a permit is required

The agent reads the application in the specialist system and matches the requested use to the special use bylaw. It records which part of the project is purely a matter for traffic law.

Derive the fee from the bylaw

The agent finds the matching tariff item and multiplies the area by the number of days of use. It shows the calculation so that the fee office can follow it.

Tariff item 2.4, 12 square metres over 42 days of use

Prepare the decision paper

The agent turns the check and the fee calculation into a decision paper with conditions. It goes into the electronic file as a draft.

What the agent does not do.

It does not grant the special use permit.

The agent submits the draft with its conditions. The permit is an administrative act and needs the case officer's signature.

It does not assess the situation on site.

Whether the remaining pavement width on Marktstraße is enough for pedestrians and as an emergency route is a traffic assessment and stays with the road traffic authority. The agent checks the site plan against the bylaw and flags that the case needs a traffic order.

It does not find out when the scaffolding actually comes down.

It works with the 42 days of use stated in the application. If the scaffolding stays up longer, the public order office's field staff see it on the pavement, and the fee is recalculated without the agent.

The questions that come up before the first meeting.

How quickly is the Special Use Permit Agent ready to use?

A pilot typically runs on your own data within 4 to 6 weeks. The agent connects to your existing systems rather than running as a separate, parallel environment.

Where is the data processed?

EU cloud, private cloud or on-premises. Processing is GDPR-compliant and models are never trained on your data. Details in the Trust Center.

Where does the figure “50% faster processing” come from?

It is based on experience from comparable projects and process benchmarks, not a commitment. We work out the realistic effect for your organisation during the assessment before the pilot.
